Job Summary

Program Background

The Australia-PNG Law and Justice Partnership (APLJ) supported by the Australia’s Department of Foreign Affairs and Trade (DFAT) will be implemented by DT Global over a 4-year period to December 2027. APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in PNG and will build on 20 years of successful support.

APLJ aims to enhance the capacity of the Law & Justice Sector to provide inclusive, safe, secure, and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development, and private sector growth. Aligned with Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’ APLJ is dedicated to achieving three End of Program Outcomes (EOPO’s)

  • Community safety through prevention and improving the demand-side of accessing justice services.

  • Strengthening supply-side access to justice services such as capacity and quality of the justice system.

  • Supporting sector leadership, coordination, and integration of national and subnational law and justice operations and improving sector integrity systems.

The program will have a strong focus on addressing gender equity, disability, and social inclusion (GEDSI) issues including gender-based violence (GBV), family sexual violence (FSV) and sorcery-accusation related violence (SARV). A robust approach to Monitoring, Evaluation, Research, Learning and Adaptation will support evidence-based decision-making, analysis, and demonstration of impact.

APLJ will continue Australia’s support to law and justice development in the Autonomous Region of Bougainville (ARoB) and anticipates working in up to five provinces.

The Role
The Digitisation and Analytics Senior Coordinator (DA-SC) will provide strong technical support to the MERLA team in maintaining and refining APLJ’s management information system (MIS), supporting data collection, leading progress reviews and upholding quality standards, compliance, fraud controls, risk management, confidentiality, security and safeguarding measures across the program.

The role will assist the Deputy Team Lead and APLJ Directors to develop digital solutions, applications and tools to optimise internal operating systems, and integrate GEDSI considerations throughout MERLA and MEL activities to enhance access to justice and services for women, girls, persons with disabilities, and other vulnerable groups.

Terms of Reference

About You

The preferred candidate will have:

  • Diploma or tertiary qualification in development studies, statistics, social science, public policy, governance or another relevant field.

  • Expertise in building and maintaining interactive dashboards and data sets, document repositories and knowledge management using SQL, Power Automate, PowerApps, PowerBI, Kobo Toolbox, Dataverse, Sharepoint, Teams, Excel and Outlook.

  • At least three years professional experience in MEL-related activities, including performance monitoring; collecting and analysing qualitative and quantitative data; establishing baselines; identifying innovative solutions to programmatic challenges; and supporting the development of new or enhanced digital systems.

  • Well-developed communication skills, with high-level interpersonal and facilitation skills.
