Strategic Information Specialist

Full time, Contract, onsite at Bogota Foreign Assistance Hub, Colombia

Candidates MUST be Citizens of Colombia and able to work daily in Bogota.

Position Summary

The Strategic Information Specialist plays a pivotal role in ensuring timely, accurate, and policy-relevant information flow between field operations, U.S. embassies, and Washington-based offices. The incumbent is responsible for information collection, analysis, and reporting that informs policy formulation, resource allocation, and diplomatic engagement in response to humanitarian dynamics in the region. The salary will be commensurate with an FSN 11 position within Colombia.

II. Major Duties and Responsibilities

A. Reporting and Analysis

  • Collects and synthesizes field information on humanitarian conditions, migration trends, labor market dynamics, livelihoods opportunities, and response operations.

  • Analyzes trends related to economic recovery, market-based solutions, and private sector engagement that may influence humanitarian needs and regional stability.

  • Drafts, edits, and finalizes analytical reports, cables, situation updates, and briefing materials for senior U.S. and host-country officials.

  • Maintains situational awareness of political, social, and economic factors affecting humanitarian and stabilization activities.

  • Provides data-driven analysis to inform WHA leadership decisions, interagency planning, and resource requests.

B. Information Management

  • Develops and maintains field-level information management systems and databases. Monitor outbreaks, emergencies, and public health risks affecting displaced and host communities; prepare alerts and policy briefs for Embassy and WHA leadership.

  • Ensures data integrity, accuracy, and timeliness across reports from implementing partners, interagency colleagues, and regional coordination bodies.

  • Produces visual and analytical products (maps, dashboards, fact sheets) in collaboration with WHA’s information management and GIS specialists.

  • Supports the tracking and analysis of programs related to livelihoods, economic participation, workforce development, and market-based recovery initiatives implemented by partners across the region.

C. Coordination and Liaison

  • Serves as the focal point for information management and reporting within the WHA field office.

  • Tracks regional initiatives that link humanitarian response with economic opportunities for US Companies and innovative market-based solutions.

  • Coordinates with U.S. Embassies, implementing partners, and regional and host-government coordination mechanisms.

  • Represents the U.S. Government in donor coordination and information management forums as directed.

  • Facilitates communication between field operations and Washington bureaus.

D. Strategic Communications

  • Drafts public information products, talking points, and thematic updates for internal and external audiences.

  • Identifies and documents success stories and impact narratives highlighting U.S. assistance and diplomacy.

  • Coordinates with Embassy Public Affairs Sections and GPA to ensure consistent messaging.

III. Supervisory Relationship

Reports directly to the Senior Humanitarian Advisor. Works independently under general supervision. Assignments are reviewed for accuracy, policy consistency, and effectiveness of coordination and analysis.

IV. Supervisory Controls

This is a non-supervisory position; however, the incumbent may guide or mentor assistants, short-term staff, or interns as required.

V. Minimum Qualifications

Candidates MUST be Citizens of Colombia and able to work daily in Bogota.

Education:

Minimum Education: A Bachelor’s degree in International Studies, Communications, Political Science, Social and economic sciences, Humanitarian Studies or Disaster Management or similar fields and three years of relevant experience in international development or foreign assistance programming.

Preferred Education: A Master’s degree in International Studies, Communications, Political Science, Humanitarian Studies or Disaster Management or similar fields and five years of relevant program management experience in international development or foreign assistance programming.

Language: Level IV (Fluent) English and Level V (Fluent) Spanish required.

Skills and Abilities: Strong analytical, representational, and writing skills; proven ability to work in complex political environments; and capacity to coordinate with multiple stakeholders.

Experience supporting programs or analysis related to economic recovery, market-based programming, or self-reliance approached in humanitarian or development settings.

VI. Post Entry Training

Training in U.S. Government foreign assistance coordination, humanitarian response, global health diplomacy, monitoring and evaluation, and regional migration frameworks.

VII. Position Elements

Exercise of Judgment: Requires high professional judgment to interpret policy, assess evolving regional dynamics, and represent U.S. positions in sensitive contexts.

Authority to Make Commitments: None; may convey Department guidance and recommendations to partners and host government officials.

Nature, Level, and Purpose of Contacts: Regular interaction with senior officials from host governments, UN agencies, NGOs, and interagency partners to ensure policy coordination and information sharing.
