Job Summary

About ONSUR:

The International Association for Relief and Development (ONSUR) is a non-governmental organization established in early 2012 and registered in Syria. ONSUR is dedicated to implementing relief and development projects that empower local communities and promote a dignified life for vulnerable populations. , the organization operates through a network of execution offices in Syria, Lebanon, Iraq,Turkey, and Yemen. ONSUR delivers humanitarian assistance and sustainable development initiatives in conflict-affected regions, with a focus on transparency, community engagement, and long-term impact.

Location: Damascus

POSITION SUMMARY:

The Information Management Coordinator leads the design, implementation, and continuous improvement of ONSUR’s information management systems and practices. The position ensures the availability of accurate, timely, and actionable information to support program implementation, strategic decision-making, donor reporting, accountability, and organizational learning.

The IMC oversees data management, reporting systems, dashboards, GIS products, assessments, digital data collection tools, and knowledge management processes across all ONSUR programs. The role serves as the focal point for information management coordination with donors, clusters, partners, and government stakeholders.

Duties and Responsibilities

Key Responsibilities

1. Information Management Strategy and Leadership

  • Develop and implement ONSUR’s Information Management Strategy.

  • Establish organization-wide standards, protocols, and SOPs for data collection, storage, analysis, sharing, and reporting.

  • Ensure alignment between Information Management, MEAL, Programmes, and Grants functions.

  • Advise senior management on information needs, trends, risks, and opportunities.

  • Promote evidence-based decision-making across the organization.

2. Information Systems and Digital Transformation

  • Lead the design, deployment, and maintenance of organizational data systems and platforms.

  • Oversee digital data collection solutions, databases, dashboards, GIS platforms, and reporting tools.

  • Ensure interoperability between program, MEAL, grants, and finance information systems.

  • Coordinate system enhancements and digital transformation initiatives.

  • Ensure business continuity and data security measures are in place.

3. Data Management and Quality Assurance

  • Establish and monitor data quality assurance frameworks.

  • Ensure data accuracy, consistency, completeness, and timeliness across all projects.

  • Lead data cleaning, validation, verification, and audit processes.

  • Develop and maintain centralized data repositories and data governance structures.

  • Ensure compliance with data protection and privacy regulations.

4. Analysis, Reporting, and Decision Support

  • Lead the production of analytical reports, dashboards, maps, infographics, and information products.

  • Generate strategic insights to support program planning, resource allocation, and operational decision-making.

  • Support donor reporting requirements through high-quality data analysis and visualization.

  • Coordinate regular situation analyses, needs assessments, and operational reporting products.

  • Present findings and recommendations to senior management and external stakeholders.

5. Assessments, GIS, and Humanitarian Information Products

  • Provide technical oversight for assessments, surveys, and data collection exercises.

  • Coordinate GIS mapping and spatial analysis activities.

  • Develop and maintain operational maps, service mapping products, and geographic information systems.

  • Support emergency response information management requirements and surge needs.

6. Coordination and External Engagement

  • Represent ONSUR in Information Management Working Groups, Clusters, Technical Working Groups, and coordination forums.

  • Liaise with UN agencies, NGOs, donors, government institutions, and consortium partners on IM-related matters.

  • Promote information-sharing standards and interoperability among stakeholders.

  • Contribute to joint assessments, inter-agency reporting, and humanitarian information products.

7. Knowledge Management and Organizational Learning

  • Lead the development of knowledge management systems and organizational repositories.

  • Promote documentation of lessons learned, best practices, and program evidence.

  • Ensure accessibility and utilization of organizational knowledge assets.

  • Support learning initiatives and evidence generation across programs.

8. Team Management and Capacity Building

  • Supervise and mentor Information Management staff.

  • Develop capacity-building plans for program and MEAL teams.

  • Deliver training on data collection tools, dashboards, reporting standards, GIS, and data quality.

  • Conduct performance management and support professional development of team members.

  • Adherence to code of conduct, safeguarding policy, and PSEA policy. Reporting any complaints related to safeguarding or misconduct.

Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department's organizational chart.

Required Qualifications & Experience

Education:

  • Bachelor’s degree in information management, Computer Science, Information Systems, Data Science, Statistics, GIS, Public Health, or a related field.

  • Master’s degree is preferred.

Experience:

  • Minimum 5 years of progressive experience in information management, data systems, MEAL, GIS, or related fields.

  • Minimum 2 years in a supervisory or coordination role.

  • Demonstrated experience within humanitarian and development organizations.

  • Experience supporting donor-funded projects and humanitarian coordination mechanisms.

  • Proven experience designing and managing organizational information systems and reporting frameworks.

Technical Skills

  • Advanced proficiency in Power BI, Tableau, ArcGIS/QGIS, Excel, KoboToolbox, ODK, or similar platforms.

  • Strong knowledge of database management and SQL.

  • Experience with data visualization and dashboard development.

  • Familiarity with humanitarian data standards and information management practices.

  • Understanding of data protection, data governance, and cybersecurity principles.
